Their purpose is not to kill. <br /><br />On the other hand, atrocities in the Sudan are a routine part of the civil war in Darfur even though the UN and Amnesty International avoid the use of the term genocide.<br /><br />As for his conjectures about the use of the bomb, well...there is no precedent for such an action (I would not consider the Second World War as a precedent given the unique circumstances of that time.)
